{"id":10736,"date":"2023-12-09T08:00:14","date_gmt":"2023-12-09T07:00:14","guid":{"rendered":"https:\/\/globalpactenvironment.org\/?p=10736"},"modified":"2023-12-19T23:08:27","modified_gmt":"2023-12-19T22:08:27","slug":"23rd-conference-of-the-parties-of-the-barcelona-convention","status":"publish","type":"post","link":"https:\/\/globalpactenvironment.org\/en\/23rd-conference-of-the-parties-of-the-barcelona-convention\/","title":{"rendered":"23rd Conference of the Parties of the Barcelona Convention"},"content":{"rendered":"\t\t<div data-elementor-type=\"wp-post\" data-elementor-id=\"10736\" class=\"elementor elementor-10736 elementor-10698\">\n\t\t\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-b6e1880 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"b6e1880\" data-element_type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-d28e854\" data-id=\"d28e854\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-ee2becf elementor-widget elementor-widget-text-editor\" data-id=\"ee2becf\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">By Esther Hervella Baturone<\/span><\/p><p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The 23<\/span><span style=\"font-weight: 400;\">rd<\/span><span style=\"font-weight: 400;\"> Meeting of the Contracting Parties to the Convention for the Protection of the Marine Environment and the Coastal Region of the Mediterranean (<\/span><a href=\"https:\/\/cop23-slovenia.com\/\"><span style=\"font-weight: 400;\">COP 23<\/span><\/a><span style=\"font-weight: 400;\">), which takes place every two years, was held in Portoro\u017e (Slovenia) from 5 to 8 December 2023.\u00a0<\/span><\/p><p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The <\/span><a href=\"https:\/\/www.unep.org\/unepmap\/who-we-are\/barcelona-convention-and-protocols\"><span style=\"font-weight: 400;\">Barcelona Convention<\/span><\/a><span style=\"font-weight: 400;\"> was adopted within the legal framework of the <\/span><a href=\"https:\/\/www.unep.org\/unepmap\/\"><span style=\"font-weight: 400;\">Mediterranean Action Plan<\/span><\/a><span style=\"font-weight: 400;\">. It has 22 Contracting Parties: 21 countries of the Mediterranean region and the European Union. Its main objective is to protect and preserve the\u00a0 Mediterranean Sea and coastlines, which contribute to the sustainable development of the region.\u00a0<\/span><\/p><p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The Mediterranean is facing numerous threats, including the triple climate crisis: biodiversity loss, climate change, and pollution in the region. Therefore, in the months leading up to, and during the week of COP 23, the Contracting Parties have worked to adopt the most appropriate decisions and guidelines to protect and preserve the region.<\/span><\/p><p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">During the plenary sessions at COP 23, Contracting Parties managed to reach several agreements and adopt a number of decisions on important topics:<\/span><\/p><blockquote><p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">1) They adopted major decisions related to agriculture, aquaculture and stormwater, which represents a step towards the sustainability of the activities that are sources of pollution in the Mediterranean Sea.<\/span><\/p><p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">2) Nine additional species of cartilaginous fish were included in the Biodiversity Protocol of the Barcelona Convention, six of which are fully protected against threats from human activities. This is a satisfactory decision since this amendment is legally binding on the States that sign it.<\/span><\/p><p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">3) Parties reached an agreement on the necessity of a Regional Activity Centre on Climate Change, which should be based in Turkey. However, the Center will not be operational until the next COP24, which will take place in 2025.<\/span><\/p><p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">4) Parties also adopted decisions regarding marine spatial planning, ship ballast water, land-based discharges, and other issues concerning the governance of the Convention.<\/span><\/p><\/blockquote><p style=\"text-align: justify;\"><span style=\"font-weight: 400;\">The Ministerial session of COP 23 focused on the theme &#8220;Green transition: from decisions to actions&#8221;. During this session, participants addressed the decisions being taken in the context of the protection of the Mediterranean, but also the actions carried out by all the administrations, organizations and members of civil society. Participants also stressed the need to promote citizen participation, namely that of younger generations and women, to achieve the objectives set, thus highlighting, among other things, the central role of women in the fight against pollution.
